Abstract

This study explores social and personal optimism as one of the fundamental determinants of historical and social progress. Optimism is interpreted not as a biological instinct, but as a conscious, moral, and socio-psychological phenomenon that shapes human behavior and social relations. The article highlights the crucial interdependence between social being and social consciousness, emphasizing that optimism operates as both an ideological and psychological category. Within the framework of social governance, optimism serves as a dynamic factor promoting integration, creative activity, and social harmony.

Special attention is given to the relationship between necessity, freedom, and probability in shaping individual and collective decision-making. The study argues that consciously cultivated social optimism is an essential condition for a humanistic society, ensuring sustainable social development, moral progress, and the universalization of positive worldviews.
