Abstract

This article extensively covers the life and activities of Akbar Said Islamkhodja, who served as the Prime Minister of the Khiva Khanate, based on a wide range of literature. He (1872–1913) was one of the most influential and effective politicians in the history of the Khiva Khanate. As Prime Minister, he implemented comprehensive reforms aimed at modernizing the state. During his tenure, the Khiva Khanate experienced significant changes in the administrative, economic, and military sectors. Islamkhodja contributed to the development of a modern education and healthcare system by organizing the construction of schools and hospitals. Moreover, the article discusses his foreign policy activities, where he sought to maintain close relations with Russia, while also striving to strengthen local independence through internal reforms. Additionally, it analyzes the resistance Islamic reforms faced from local nobility and religious leaders, resulting in him falling victim to political conspiracy and being killed in 1913.
