Abstract

In world practice, a referendum is the approval (or non-approval) by citizens of a draft document or decision, agreement (or disagreement) with certain actions of parliament, the head of state or government, carried out by secret ballot. Legal dictionaries define a referendum as a direct vote of the electorate on an issue of general interest. The institution of a referendum is one of the manifestations of the direct participation of voters in the management of the affairs of the state or any part of it, which is one of the conditions for the existence of a democratic regime in a particular country.
